The Information Technology Services Office (ITSO) is currently looking to fill a  Software Engineer and Technical Lead (IT App Development - Senior Specialist) position. This position will be located in our Headquarters Building in Lacey, WA.

The  Software Engineer and Technical Lead position is the lead systems integrator for the FASS Team integrating COTS/SaaS solutions with existing systems and agency IT architecture. This position provides leadership in the areas of purchased solution architecture support, expert consultation, specialized configuration, application administration, testing, quality assurance, troubleshooting and/or problem resolution for the entire FASS Unit. This position may work alone, but more often leads teams of journey and entry level developers on larger applications, usually highly visible externally, which frequently involve dissimilar or new and evolving work processes and methods; unique solutions are frequently called for.
 
Top candidates would have provided IT support for software-as-a-service (SaaS) solutions, would have led technical teams, be good communicators with vendor, business, and technical staff, and have significant experience in computer application development and maintenance.

Duties


Agency Mission : Ecology's mission is to protect, preserve, and enhance the environment for current and future generations.
 
Program Mission : The Information Technology Services Office (ITSO) is the central provider of strategic and tactical support for the use of Information Technology (IT) within Ecology. The mission of ITSO is to create and support useful technology services that adapt for the future and support Ecology's mission. 
 
Section Mission: The Enterprise Business Technology Solutions (EBTS) Section is responsible for planning, design, development, implementation and maintenance of Ecology's agency-wide geospatial, environmental, financial and administrative applications and data systems. EBTS is comprised of four (4) application development units.
 
Unit Mission: The ITSO Financial and Administrative Systems Support (FASS) unit, part of the Enterprise Business Technology Solutions (EBTS) section, is specifically tasked with the mission to provide computer application architecture, requirements analysis, design, development, implementation, configuration, and maintenance support services for agency-wide applications in five main business functions:

Financial Services, Administrative Services, Executive office, Legislative and Inter-Governmental Relations, and Human Resources.  
This specific position is located within ITSO EBTS FASS Unit, reports to the Unit Supervisor, and works closely with other unit IT staff and IT vendors. This position supports the agency, ITSO, EBTS, and FASS missions by effectively acquiring, implementing, configuring, and maintaining agency-wide SaaS solutions that support Ecology's mission.
 
Some of the key work activities of the  Software Engineer and Technical Lead position include: Configuring and maintaining SaaS and Commercial-Off-The-Shelf (COTS) solutions. Leading the team of Application Developers who support SaaS and COTS solutions to meet diverse business needs. Working with Ecology employees to analyze and to meet Ecology IT needs. Developing and maintaining custom computer applications and interfaces between computer applications. Tracking customer support given, identifing common themes, and developing solutions to problems before the customers encounter them.  
Interesting aspects of this position: This position will help choose SaaS solutions and integrate SaaS solutions with existing Ecology solutions. The position will mature Ecology short and long-term SaaS support strategies. This position offers a variety of work activities, the satisfaction of seeing the positive impact their work produces, and the encouragement that comes from working face-to-face with the people who benefit from their efforts.

Qualifications

Required Qualifications:
 
A Bachelor's degree in Information Technology, Computer Science, or highly related field

AND

Two (2) years recent professional level experience in computer application development and maintenance of medium to large scale systems.

OR

An Associate's degree or higher in Computer Science; Information Technology OR completion of a two year accredited vocational training program in information technology or related program

AND

Four (4) years recent professional level experience in computer application development and maintenance of medium to large scale systems.

OR

Six (6) years recent professional experience in computer application development and maintenance. Experience includes but not limited to analyzing, designing, implementing, maintaining and/or programming medium to large scale software applications.
 

Desired Qualifications:  

A Bachelor's degree with focus on programming/software development and/or engineering. Three (3) years of experience configuring SaaS or COTS software solutions. Four (4) years of information technology experience programming web-based software applications or developing information systems architecture using Microsoft development technologies such as C#/ASP.Net, SQL Server, and HTML5/JavaScript for mobile applications. At least two (2) of the four (4) years of experience should be within the last four (4) years. Professional experience programming, maintenance and/or support work for high risk software applications and databases.
