Job Description The NYC Department of Health and Mental Hygiene (DOHMH) seeks a dynamic leader to serve as the Assistant Commissioner for the Division of Disease Control's Bureau of Sexually Transmitted Infections (BSTI). The mission of BSTI is to improve the sexual heath of all New Yorkers. To achieve this the Bureau provides direct clinic services to people seeking sexual health care, and services to sex partners; monitors disease trends; provides education and training to providers and community groups, conducts research and develop policies to improve sexual health and wellness. The BSTI operates 8 STI clinics throughout New York City.


--Develop STI specific clinical guidelines and policies for NYC practitioners and provide expert consultation as needed.

--Monitor trends in disease and behavior through mandated reporting by laboratories and providers, prevalence monitoring and sentinel site surveillance.

--Eliminate barriers to STD care by providing accessible sexual health services in 8 STI clinics, which are located throughout the five boroughs of New York City. Services at these clinics include diagnosis, prevention and treatment of STI (including HIV), contraceptive services,provision of immunizations for sexual health, substance use harm reduction services.

--Oversee and facilitate the prevention of transmission of sexually transmitted infections by promoting safer sex, community-based organization (CBO) linkages, presentations and media campaigns, distributing condoms and other sexual health products, as well as offering Pre and post exposure prophylaxis for HIV and other STI.

--Improve the quality of STI care throughout NYC via provider education and outreach.

--Oversee all fiscal matters for the bureau, including the development and monitoring of all operating budgets from federal, state, and city funding sources.

--Oversee the coordination of activities to ensure the timely and accurate preparation and submission of federal, state and other grant applications.

--Identify knowledge, attitudes and risk behaviors, treatment and prevention through research, surveillance, and epidemiological investigations to identify high-risk populations for screening and intervention programs.

--Oversee the Management of bureau-wide procurement and contracting operations which include purchasing consumable supplies, non-consumable equipment, medication; management of all inventory and development and monitoring of outside contracts for maintenance and services.

--Support and mobilize agency and community partnerships to strengthen bureau initiatives.

--Participate in emergency preparedness activities and response as appropriate.

--Represent the Commissioner of Health and Mental Hygiene and the Deputy Commissioner for Disease Control at local state, and federal and international meetings and conferences on matters related to STI control.

--Serve as advisor to the Commissioner of Health and Mental Hygiene and all deputy and associate commissioners regarding sexually transmitted infections and treatment strategies thereof.

--Implement sound surveillance, containment, assessment methodologies and operational research directly related to disease management, policy development. Minimum Qual Requirements 1. Graduation from an approved school of medicine; and
2. One (1) year of formal appointment as an intern in an approved general hospital; and
3. Possession of or eligibility for a license to practice medicine in the State of New York; and
4. Five (5) years of full-time paid experience in an administrative position in public health practice in a program closely related to the duties of the position; or
2. A satisfactory equivalent combination of education and experience. However, all candidates must be graduates from an approved school of medicine and possess or be eligible to possess a license to practice medicine in the State of New York.

Note: A master's degree in public health may be substituted for two (2) years of the required experience in an administrative position in public health practice. Preferred Skills - In depth knowledge and understanding of STI (including HIV) epidemiology, clinical and public health management strategies
- Outstanding leadership, organizational, analytic and communication (written and oral) skills
- Excellent relationship-building and interpersonal skills, with demonstrated ability to work with people at various levels within and outside the agency; will be a creative problem solver
